Brief Description:
Municipal Development Program Phase I introduced a national framework for strengthening municipal governance and improving local service delivery across Palestinian municipalities. The program established a performance-based municipal grant system that linked financial allocations to municipal performance indicators. Through this mechanism, municipalities were encouraged to strengthen financial management practices, improve transparency, and enhance administrative systems. The program also financed priority infrastructure projects such as road rehabilitation, drainage systems, and improvements to municipal facilities.
