MDLF, in Cooperation with MoLG, Organizes a Workshop for the Planning and Development Joint Council of South Salfiet and Rief Dora Council

16 January 2016: MDLF, in cooperation with the Ministry of Local Government and the Advisory Team from the Planning and Engineering Center, organized an intensive technical workshop to accomplish the last phase of preparation of Development and Investment Strategic Plan and Spatial Plan of the Joint Services and Planning Council – Southern Salfeet and Southern Rief Dora. The workshop is part of the second phase of the Local Development Program, funded by the Danish Government.

The Workshop was inaugurated by MDLF Acting Director General, Hazem Alqawasmi who underlined the importance of this meeting that constitutes part of participatory strategic development planning and transparency. He also emphasized that strategic planning is an empirical method to conceptualize developmental priorities and goals for different communities and to identify programs and projects to help Palestinian citizens and enhance their steadfastness by improving their living reality.

AlQawasmi also stressed the necessity to devise realistic and objective plans to enable citizens comply by them since they represent a form of citizens’ oversight. Citizens have the right to participate and hold these units accountable.

As for Jehad Rabayah, Director fo surveying and GIS Department at MoLG, he reiterated on the importance of concerted efforts of all components of the local community to set the environment suitable for devising proper developmental strategic plans and spatial planning. He reiterated the importance of effective institutional and community participation.

The project advisor also gave a presentation on the general concept of strategic developmental planning and its different phases and procedures to prepare the plan. He also explained the role of the local community and its institutions in plan preparation. The meeting also addressed the working mechanisms of different committees. Participants were divided into four task forces, one per every council. Moreover, every committee/ task force was set a number of developmental goals and priorities prior to starting a discussion with floor on key issues that can enrich the plan. On the end of the first day of the meeting, measurement indicators fo goals were established and developmental projects were proposed to select the priorities per every council, as per MDLF applicable procedures.
